Useful Polish Phrases

The exact terms you will encounter in Polish building law, correspondence, and official offices — with plain English explanations and context.

Polish building and property law uses a precise technical vocabulary that does not translate neatly into English. A "renovation" in English covers a range of work that Polish law splits into legally distinct categories with different regulatory consequences. The phrases below are organized by the context in which you are most likely to encounter them.

Each entry gives the Polish term, a pronunciation guide, the closest English equivalent, and — most importantly — what it actually means in the regulatory context where it appears.

Permit and Notification Terms

Building permit

The full administrative permit required for significant construction and reconstruction works. Issued by the starostwo or urząd miasta. The application must typically include a project prepared by a licensed architect (projektant z uprawnieniami). The authority has 65 days to issue a decision; failure to decide within this period is treated as a procedural violation.

Notification / Declaration

A formal written notification of intended works submitted to the właściwy organ. The authority has 21 days to raise a sprzeciw (objection). If no sprzeciw is issued, you may proceed. Importantly, the right to begin work expires after 3 years if you have not started. The zgłoszenie system was significantly reformed by the 2021 amendments to the Prawo budowlane.

Objection

The formal administrative decision by which the building authority rejects a zgłoszenie. A sprzeciw must be issued within 21 days of receiving the zgłoszenie, must state the legal basis for the objection, and can be appealed through the standard administrative appeals process (odwołanie do organu wyższego stopnia).

Unauthorized construction / Building without permission

Works carried out without the required permit or notification, or in a manner materially different from the approved project. Handled by the Powiatowy Inspektor Nadzoru Budowlanego (PINB). Consequences can include demolition orders, financial penalties, and a legalization process (legalizacja). The legalization fee (opłata legalizacyjna) is calculated as a multiple of the standard permit fee and can be substantial.

Renovation (legal definition)

Under Article 3(8) of the Prawo budowlane, remont means works involving the restoration of the original state of a building element while using current materials and techniques. Crucially, it does not include current maintenance works. The legal definition is narrower than the colloquial meaning — a remont replaces like-for-like, while a przebudowa changes parameters.

Reconstruction / Alteration

Works that change the parameters, usable area, cubature, or technical characteristics of a building or its elements. Przebudowa generally requires at minimum a zgłoszenie, and often a full pozwolenie na budowę. The distinction from remont is the key threshold in Polish renovation law and is frequently misapplied.

Building Structure Terms

Ściana nośna SHCHYAH-nah NOHSH-nah
Load-bearing wall / Structural wall

A wall that carries the weight of the building structure above it and transfers loads to the foundations. Removal or significant modification of a ściana nośna requires pozwolenie na budowę and a structural engineering assessment. In Polish panel construction (wielka płyta), most walls of significant thickness are structural.

Partition wall / Non-structural wall

A wall that divides space but carries no structural load. In principle, partition walls can be removed or relocated within your apartment without structural consequences — but they may still carry utility services (electrical, plumbing) and their removal may still require zgłoszenie if it constitutes a przebudowa of the apartment layout.

Large panel / Prefabricated concrete panel construction

The prefabricated concrete panel construction system used extensively in Polish housing from the 1960s through the 1980s. Buildings of this type have a structural logic that is not always intuitive — the load-bearing walls are often not where you might expect them, and the connections between panels are critical to overall building stability. Extra caution is warranted for any wall removal in wielka płyta buildings.

The complete design documentation submitted as part of a pozwolenie na budowę application. Held at the starostwo, it contains architectural drawings, structural drawings, and technical descriptions. This is the primary source document for understanding what was originally built and how.

Ownership and Community Terms

Wspólnota mieszkaniowa vspOOL-noh-tah myesh-KAH-nyoh-vah
Housing community / Owners' association

The legal entity formed automatically under the Ustawa o własności lokali when a building has more than one separately owned apartment. It manages the nieruchomość wspólna (shared property) and is represented by a zarząd (management board). Every apartment owner is automatically a member and has voting rights proportional to their share of the common property.

Common property / Shared building fabric

All parts of the building and land that are not part of individual apartments — including structural elements, the roof, external walls, stairwells, shared technical installations, and the land the building stands on. Defined in Article 3 of the Ustawa o własności lokali. Any works affecting nieruchomość wspólna require wspólnota approval.

Owners' resolution

A formal decision of the apartment owners in a wspólnota, typically required for significant decisions about shared property. Ordinary resolutions require a simple majority of shares (over 50%). Some decisions — including changes to the method of managing shared property — require a larger majority. Resolutions can be passed at a meeting (zebranie) or by individual voting (tryb obiegowy).

Building manager / Property manager

The person or company appointed to manage the day-to-day administration of the building on behalf of the wspólnota. The zarządca is the first point of contact for renovation notifications and approvals within the building. Their authority derives from the wspólnota's mandate and they cannot exceed it.

Administrative and Regulatory Terms

County office / District authority

The local government office at the county (powiat) level that handles building permits, zgłoszenia, and holds building documentation for buildings in its jurisdiction. In cities with county rights (miasta na prawach powiatu) — including Rzeszów — the equivalent is the urząd miasta. The relevant department is the wydział architektury i budownictwa.

County Building Control Inspector (PINB)

The administrative authority responsible for supervising compliance with building law, investigating samowola budowlana, and issuing enforcement decisions. The PINB is separate from the permit-issuing authority (starostwo) and has independent powers of inspection and enforcement. Appeals against PINB decisions go to the Główny Inspektor Nadzoru Budowlanego (GINB) at national level.

Quiet hours / Night-time noise restrictions

The period during which noise-generating activities (including renovation work) are prohibited or restricted. Typically 22:00–6:00 under national law, but municipal bylaws often set different or additional restrictions for renovation specifically. Violations during cisza nocna can be reported to the straż miejska (municipal police) or regular police.

Land and mortgage register

The official public register of property ownership and encumbrances in Poland. Each property has a unique KW number. The register is publicly accessible online through the Ministry of Justice portal. Your KW document confirms ownership and shows the property's legal description, which is useful when requesting building documentation at the starostwo.
